Facebook has been working with Skype to bring video calling to Facebook. To start a video chat with your friend, just click the video call button at the top of your chat window.
For the first time you need to enable your video calling feature with Facebook then needs to install the chat plug-in. The chat window will then ask you to select some Flash settings. Now you can make the call to your friends. The chat window will pop up once the called person accept your request. There is also a feature to leave a video message.

Facebook's video chat is more stable and has higher-quality video and audio i.e. it's simple and straight forward to use where as Google+ Hangout is designed for group video chat than one to one conversation.
