Microsoft CEO Steve Ballmer admitted that Windows Phone 7(WP7) has struggled to make an impression on Smartphone consumers. Although Microsoft has sold millions of phones since its launch it is not considered as a prominent player in Mobile OS .
Windows Phone 7 sales is fading day by day. Although it has acquired a deal with Nokia, they are not sure that Nokia will entirely depends on WP7. All mobile manufacture has smartphones on WP7 platform but the sales are not competitive enough with respect to Android phones. Microsoft is pushing extremely far and extremely fast for WP8, the next version.
The irony is that there are lot of Android manufactures who is willing to pay royalty to Microsoft.

Well my personal thinking is that windows is only perfect for desktops and notebooks not for smartphones because there are already 2 huge competitors Android and iOS. So its better they stay away from the game and let them beat each others.
